I don't know about the DIY question. There should be no need to drain the oil. Both ends of the line are well above the level of the oil in the pan. I almost repeated what Andy said above -- see comments from "puttputtinpup". Jack I wonder if Mintys (sp?) would still have new hoses, or if...

That vacuum actuator may be bad. Draw a vacuum on a hose connected to the actuator. See if it leaks down. If okay, a hose should run from that actuator to a small black vacuum switch located I think on the inner fender near the horn. Looks like a fat wasp with no wings...lol. it'll have a plug on it...

Looks good. I'd never seen that issue before either. Many of them are so stiff inside, they won't cancel after a turn. I had taken several apart to clean up the stiff dried out lube and re-lubricate the moving parts.

Note: whenever loosening or removing fittings with banjo bolts and sealing washers, replace the washers. Auto parts stores should have an assortment to choose from.
