91 truck 3.1 fuse question

My fuse box under the dash has a slot for a fuse but no slot behind it to actually make a connection with a fuse. Is this common? I bought it from a guy who said it had been stolen and they messed with the wiring. He said he could never hear the fuel pump come on but I dunno he that would be possible with the key missing since it needs to be on start to get power.

Not sure if you ever figured out this problem, but I just attempted to check my fuel pump fuse and discovered I did not have the fuse installed. I tried to install the spare 20A and had the same issue.
