Bumper towing

I tried to get a tow dolly tonight but after putting the dolly on the whole bumper moved up and down. Like five inches. From the guy the bolts need to be tightened. First question, do those bolts rust? Second what is the size of the bolt incase I need to replace? I'll pull all FOUR bolts to make sure. Finally how strict is that 2000 lb limit if that is correct? I have to tow a car with the dolly will be right around 2000 lbs. 1700 for the vehicle (Geo Metro). No mountain passes.

Guys pull pups with their pups among other things they probably shouldn't. Best bet to get replacement bolts would be to just pull them and get some grade 10.9. My guess is they are M12. Equivalent would be 1/2" grade 8. I'd torque them so they are close to their yield point. Fine thread has a higher torque value, giving you a higher clamp force. Usually bolts are fine thread on these things. Clean the clamping surfaces and everything.

Thanks. Yeah, I've been reading about towing in 5th gear. We have a place called Tacoma Screw around here. Bolt City.
