Bench Testing A Engine

Hey Everyone!
I’ve got a question. If someone was wanting to start an IDI engine that’s not mounted in a vehicle (it’s sitting on blocks), can you run a fuel tank with a line dropped down into it? I saw a guy trying this but he wasn’t successful. He sprayed a little starting fluid into the intake and nothing. Isn’t it possible to start an engine like this or not? I know there isn’t any fuel pressure to the injectors but wouldn’t the starting fluid bypass that? Which wire on the IP is the fuel shut off?
