My guess is that it one of three things. 1) the throttle cable is sticking 2) problem with the turbo and engine oil is going into the intake 3) problem with the pump

I can't answer that one, but who rebuilt it?

I'd always suggest ruling out the easy stuff first. That's why Jim put 1 & 2 before 3: ;)

Turbo auto and diesel rebuilt the fuel pump

I'd try to rule out the other possibilities. Then, if convinced it's the pump, I'd contact the people who overhauled it.

How about running a string concentration of Seafoam through the system 1st to help dissolve gummed up parts inside the injection pump. The CSD piston may be sticking also inside the housing preventing timing to go to normal until more rpm/pump pressure drives it back into place and timing not advanced.

Take the throttle cable off the pump and see if it moves freely in its sleeve? I had one that was gummed up and it did this.

You have a gross symptom. The solution is probably simple as already mentioned with a possible sticking cable.

I initially overlooked that it's a turbo, because that's not typical for an S10. It's quite possible that the turbo is leaving oil into the intake. Diesels tend to "run away" when oil gets into the intake.

I changed the turbo with another one I have, and the problem is still the same. The throttle cable moves freely and does not get stuck

Was the intake plumbing coated inside with oil? If not then there was likely little need to change out the turbo to check for that. The valve cover vent flapper is another thing to check for a runaway condition as is for a plugged oil return line from the turbo.

If it does turn off by the key switch that would indicate your problem is more likely with the IP. If this was a gas to diesel conversion it could also possibly be from leaving the high pressure 60+ PSI fuel injection pump from the gasoline engine in the S10.
