I would recommend starting by replacing the timing belt. On a turbo motor the timing is set at 10 deg. Check the compression on all four cylinders and that will give you an indication if you are burning oil or getting to much fuel. The tubo may need new seals. My guess is that it one of three things. 1) the throttle cable is sticking 2) problem with the turbo and engine oil is going into the intake 3) problem with the pump

It looks like you are off a tooth on one of the gears. I do not think this is your problem but I have seen in the past where the key way in the hub on the crank gets warn.

My guess is that the check vales in the pump are no good. Paul has some details on the site on how to rebuild pump. I think in that posting he explains how the check valves work. Is the turbo spinning free with no play in the bearings? My trooper that I have to find time to put back together had a broken heat shield on the the bottom of the turbo that was making noise.
