Have you checked the brushes in the alternator? Sounds like it's charging, but when the brushes start to get short, you'll get all sorts of electrical gremlins and idiots lights on the dash lighting up while you're driving is almost always because of short brushes. CSD issues usually happen on a pump that is older as it is a result of the large piston wearing the bore of the CSD housing and becoming stuck in the bore due to that wear. It's possible you have a tank that is in bad shape and putting a lot of junk into the fuel system and it's starting to plug up your new filter. Removing the tank to inspect it isn't too tough since there's a drain plug to get the fuel out and just a few bolts on the front and back flanges holding it...

What are you using for an oil pressure gauge? You should be at ~15psi when the engine is hot and idling and ~60psi when at freeway speeds.
